now Hill comp plan calls for protecting historic character

A draft new comprehensive plan for Snow Hill that stresses maintaining the character of the community, providing job and housing opportunities to residents and using the wealth of natural, historic and cultural resources is ready for public review. This comprehensive plan provides policies and recommendations for providing practical means to move forward with the vision of the community for the next 20 years.
“With hard work and cooperation, Snow Hill can remain a gem of the Eastern Shore for years to come,” the plan states.

Captain’s Cove agreement reportedly clears hurdle

An agreement that would transfer ownership of the Marina Club building and the community’s water and sewer utility from developers to the property owners association that manages Captain’s Cove, Va., has cleared an important hurdle.
George Ann Way, a minority shareholder in Captain’s Cove Group LLC, the community’s primary developer, said in mid-September that she understands that CCG had reached an agreement with PNC Bank on an ownership transfer which now must be submitted to the board of directors of the POA for review.

Bankruptcy overhang spurs buyer’s market in Captain's Cove

The overhang of uncertainty involving ownership of the Captain’s Cove community center and the community wastewater treatment utility, along with needed increases in the annual lot assessment to finance the proposed acquisition of these assets by the Cove property owners association, counter-intuitively makes buying unimproved property and building a new home in Captain’s Cove “an excellent opportunity, the best in five or six years.”
That, at least, is the view of real estate professionals with a vested interest in seeing that Captain’s Cove prospers after recovering from a drop in property values from the peak in 2005 and early 2006.
“This really is the time to buy,” George Ann Way, broker of Coldwell Banker Eastern Shore, said in a recent interview. “Lot prices have hit a floor, and have nowhere to go but up. Once we have some clarity on what’s going to happen to the community center and the sewer utility, demand for lots for new homes will surely increase, and that means lot values will climb back up to reflect their true value.”

State acquires easement on Pocomoke River property

More than 313 acres of land located along the Pocomoke River in Worcester County has been acquired by the state through Program Open Space funding and the U.S Fish & Wildlife Service. The property includes forested wetlands, wooded uplands and farmlands and thousands of feet of shoreline.
“This project is an excellent example of how we can identify and preserve areas in Maryland that will benefit water quality and wildlife,” Gov. Martin O’Malley said. “This land will be forever protected as a significant component of the Pocomoke River Watershed.”

Pocomoke City site of season’s first West Nile case detection

Pocomoke City was listed as the site of the first state detection of a West Nile virus mosquito pool in Maryland in 2009, according to the Maryland Department of Agriculture.
The presence of West Nile Virus in mosquitoes collected on July 21 in Pocomoke City was confirmed by the State Department of Health and Mental Hygiene laboratory.

Snow Hill officials vote to build 500,000 gpd treatment plant

Snow Hill officials have approved proceeding with construction of a new 500,000 gallon per day wastewater treatment plant to accommodate the build-out of the town. The Town Council on July 14, following a presentation from consultants and a public hearing on the matter, agreed to move ahead with the smaller of two proposed options for building a new plant.
A new plant could be built at a capacity of either 500,000 gallons per day or 667,000 gpd. The smaller plant could be built on the same site as the existing facility. The larger plant, while it would accommodate additional growth, would be more costly and necessitate relocation of the Department of Public Works.

Snow Hill to provide wastewater service for Shad Landing

Connecting Shad Landing to the Town of Snow Hill’s system will have benefits for both the park and public health, because the state parkland is currently served by failing septic tanks. The town will receive more than $200,000 in initial connection charges for providing the service to the park and will also get service fees.
The Snow Hill Council, during a July 14 meeting, adopted a resolution allowing the connection of Shad Landing to the town’s wastewater system.

State’s Attorney finds no crime in Pocomoke election

Worcester County State’s Attorney Joel J. Todd issued an opinion from his office that no crime was committed during the April 7 Pocomoke City municipal election related to the validity of absentee ballots.
“Whether the election results should be overturned because 17 voters had the ability to vote twice, even though there is no evidence that they did vote twice, is up to the Board of Elections Supervisors,” Todd said in his written report of the investigation.

Captain’s Cove property owners approve purchase of developer’s assets

Property owners in Captain’s Cove have approved the $10 million purchase of developer-owned assets, including the Marina Club and all stock in the Captain’s Cove Utility Company. The vote was held May 20 at a special meeting of the membership.
The purchase of the assets requires the approval of the bankruptcy court judge who has been overseeing the Chapter 11 reorganization of Captain’s Cove Group LLC. The developer filed for Chapter 11 bankruptcy last year when its primary lender, PNC Bank, called the loan that had financed the purchase of assets owned by First Charter Corp. earlier in the decade.

Shockley, Bowman win Snow Hill election

Snow Hill voters on May 5 elected two new members to serve on the Town Council. Gerald Shockley was elected from the Western District, and Rebecca Bowman was voted in for the Central District.
Shockley and Bowman will be sworn in at the next Town Meeting to be held on May 12 at the Old Train Station.
Shockley defeated incumbent council member Rita Williams 159 votes to 45, while Bowman defeated challenger Kemp Wills 118 votes to 107 for a seat being vacated by long-time Councilwoman Dorothy Holzworth.
